The chemical used in cold perms is alkaline, with a pH between 8.2 and 9.6, or around the pH of baking soda. Your salon may also call a cold perm a ceramic perm. In a cold perm, the ammonium thioglycolate breaks the disulfide bonds within the hair to make it curl. Then, a neutralizer is applied to bring the pH back to normal.
